作品の「はじめて・はじまり」に着目して、所蔵作品を紹介した。常設展示室１階では、栃木県立美術館が開館記念展として開催した最初の企画展「栃木県の美術」を、所蔵作品を用いて再現した。また、常設展示室２階では、栃木県美術作品等取得基金により令和５年度に取得したアルフレッド・シスレー《冬の夕日（サン＝マメスのセーヌ河）》を初公開した。取得記念として、常設展示室の入館券を《冬の夕日》を用いたデザインにリニューアルした。
